Guessing it's cast iron not sure any other info on this tool. Just wanted to know what it may have been used for.

It is a barbed wire stretcher. The jaws clamp and hold the wire. The end of the device fits on fence post and then used as a lever. Search Google Patents under wire tightener or stretcher and you will probably find the patent.
