Information Scroll, Treaty of Versailles

I don't really have any information on this it belongs to a friend and he doesn't know whether it holds any value at all. But mainly anything of its history, whether it's somthing that was part of a drop, It seems that it explaines the countries involved in the the Treaty of Versailles.any information would be very helpful thank you.
