I need help reading this artists name?

I am trying to find out this artists name. This etching has been in my family for 70+ years. I have taken this picture to different art studios ect, and no one can make out This artists name either. On the back of the art there is writing. I assume that the HC stands for “hors d commerce” but that’s all i know. Any help is much appreciated!
