Glass Etched one piece bowl / plate silver rimmed W / Slit in bowl

I am trying to identify this piece. I have no idea what it was used for. Please notice there is a half moon slit at one side of the bowl. I do not know the age or maker. I am not sure if this is Cut Glass but wasn't sure what category to place it. Thank you.
