Wouldn't it be naval rather than military?

hi. possibly. there was no category called naval or nautical for me to tag

I've been wondering if it may be a cover for a deck switch for a winch. The holes around it may be for attaching to a rubber ring so when stepped on, it will activate the switch. Most are just a rubber hump over the switch since on boats, protrusions are kept to the necessary to avoid injury. The common factour I've found, is that they never work & I've always had to bring up the "hook" by hand. Maybe some boaties just mount the covers as a joke. LOL !!
