My Large Chinese Vase--Who Made it and When?

I purchased this large Chinese vase for $165 at my favorite consignment store. It is just gorgeous, with two landscape scenes, a poem (which I do not understand since I cannot read Mandarin), and an inscribed poem written in English (perhaps the Chinese poem translated?), and it is signed by the artist. I was told this was handmade and hand glazed/painted. I do not think it is an antique, yet I would love to know who made it, when, and where it was made. Any suggestions, answers, or insights?
