Black Wool Armband - Is it from WWII, common, or hard to find?

I picked this up at an estate sale and am having trouble researching it. Could you provide any insight?
It is a Black Wool 4.75" x 17.5" with two silver stripes and a skull that looks like it is embroidered with metallic thread or fine wire. There is a label on the back with German Text and SS in a circle more text and the number M9/26 I am guessing WWII, but beyond that, I am at a loss.
