Val St. Lambert decanter

Can anyone tell me what they know about this? Beautiful clear decanter with detailed etching towards the base at the widest part. Looks to be signed by Val St. Lambert (?) on the bottom and has identical number or marking on the inside of the decanters neck And bottom of the decanters top.
