Brass Whale Oil Lamp?

My husband bought this at a garage sale. We were told it was an incense burner, but just recently discovered that it was an oil lamp. Anybody able to tell me any info? How old, where it's from, value? I know it is missing the tools. It has not been cleaned. As you can see from the photos, it has very little embellishment. Any help would be greatly appreciated!
