Strange Washington quarter.

I have had this quarter for a long time now. I've tried and tried to find one like it but haven't. I've seen similar ones, but only have the side messed up where the ribs are. The highest point in the face of this coin is the hair. Everything else is perfectly flat and on the same plane. Can anyone tell me if this is a split planchet? Or how rare it is? Thank you
