Can someone tell me what these might have been used for? There''s no markings on either one. The one that looks like pliers has a set screw, but it doesn't 'set' anything, just holds the two arms together. Not sure if it's intentional,. but in profile looks like a giraffe head and neck. It flares out slightly behind the ears for about an eighth of an inch. I'm thinking it might be a dental tool, obviously old.
The second item is a cutter in some fashion and is hand-forged (note the hinge). It appears to be plated and the cutting edge is rather sharp. I'm thinking a cutter for cigars or cut plug or perhaps a sugar nip. It opens to about 60 degrees. WAGs welcome!
The pliers tool looks like a speculom tool..possibly for the nose?
The cutter..it would be helpful if you could edit your post and upload pictures that show the entire piece. I'm not 100% sure and especially since we can't see the whole thing... it does look like an old cigar cutter or possibly betal nut cutter..

Well, Dav... looks like you aced that question! The cutter (note the replaced picture above) does indeed look like a betel nut cutter.Who knew those nuts were "the world's most addictive drug"?!?!? I was known to 'experiment' a bit back in the day, but I think I'll pass on the chance to win black teeth....
As for the nasal speculum, what threw me off was the fact that the set screw didn't hold the appliance open as I would expect, but rather just holds the two arms together, presumably for better sterilization practices.
