Indian draining,straining spoon

I'm not really sure. I expect this is some sort of cooking draining, straining spoon from India. It is marked on the back, with what seems to be two signatures. I'm interested in how old it may be, or any knowledge greater than mine (non existant!) It came to me pretty dirty and unloved.
