"Dimples" "This Little Piggy" Famous Old Print from ~1900s

This image is prevalent in Russia and Latin America and I would love to know who made it.

I went to almost every possible resource to look for details but found nothing concrete. However, on a Russian forum, I found this image with a text below that said "Russell Sambrook" but could not confirm if it was his artwork. Also "Maud Humphrey" is shown as related when I look for this image. Also found some prints that had the text "Photo Art Aquaprint F.A.C"
