Help with Makers Mark

Hi

Looking to identify the marked mark on this beautiful buckle - appears to be backward and forward facing Rs

Any chance this is silver plated ? No markings but India's that look to it

Also by any wild chance does any one know what the 200 Club is for Snap-On tools - assuming this is some sales award since it came from a Snap-On sales rep estate sale

Any help would be appreciated
