      My first thought was a depiction of Napoleon, but the frame being from Mexico, maybe it is a Spanish conqueror. Either way, it is a lovely piece of art, with so much work put into it. Even if a 'no-name' did paint it, nicely done oil paintings, especially older ones, are quite collectable right now.
      No signature on it? have you googled the framing stamp? I think it'd be worth taking to an auction house, or antique store to find out
