An old light shade possibly from the 40's or 50's maybe older, about 8in's or 200mm's in diameter, it was in this house when we bought it long ago. base appears to be Bakelite with the usual 3 screws in it, the paint runs are a bonus. inside the base are the letters "elex" and a tiny triangular mark way too small to read. I can't seem to find anything on Google about it either.
