It's a window mount coat hanger.
Hook it over your rear window & roll it up to secure it.
Advertises Shell to those outside your car & gives you a place to hang your clothes on the inside.
A window coat hanger, neat! Very interesting .
WS is right and Shell gave about 3 different version's away over the years.
