It looks like a early 40's Columbia. As far as restoration it depends on how much you love the bike. Girls bikes are usually not worth what a boys bike is, and it is real easy to invest more than its worth. But, it is a cool bike. I like the string skirt guard and the chain guard is nice. Lots of work, but a beauty if done right.
