Closest I could find makes it the Napoleonic Wars around 1810 uniform but that certainly doesn't date the piece.

I typed in the names on the bottom and it took me to pictures of him and other decanters on ebay ...the one I have is a brigade soldier...handpainted..1969...shows a smaller one also may of came with this one ...there are different decanters for sale with different uniforms on ...cool!
