In recognition for serving in ww1, the City of San Francisco gave these medals to there returning service men. on the front it says. "San Francisco To Her Warrior Sons 1919" on the back is Granat Bros. 980/1000 silver.

Many cities and states presented medals. Some have ribbons that are similar in color to the Victory Medal ribbon.
This particular example is very nice-- not one I have seen before. The fact that it is named to the veteran really adds to it as well.
