A friend had this item in one of his sheds, he told me to figure out what it is
It is 9 3/4" long with a threaded hole in the arched part with a cone on it. the threads might be B.W. no metric or american taps would fit. I am assuming a pole threaded in the hole. On the back there is a center line mark where the clamps come together. also on the back where the pole would mount there is a lug that is level with the rest of the clamp.
The clamping assembly is still in good condition with little play in the clamps. No manufactures markings of any kind. There are also threaded holes on both sides where it looks as though something rectangle was mounted. Both thumb screws move at the same time as do the jaws, the jaws move in towards each other and out away from each other
I have tried to add more photos they upload but don't appear

Very Interesting device! You have space to add 2 more pictures, so can you show piece laying with the 2 jaws in the up position? And then a picture of the other side, or (possible handle side)? Do the jaws open and close at the same rate, when the thumb screws are turned, or how do they work?

Not SAE or metric? Maybe Whitworth? ( The tops of the threads would be flat). Whitworth is the curse of old Eng. car restorers!
