What year and country is this Wills Railway Engines cigarette card from?

Does anyone know what year and country the Railway Engines series of 50 Wills Co. cigarette cards with this kind of back comes from? I have all but No. 37 but cannot find another set that looks like this. The sets I have found have No. 37 as a different engine - one this set has as another number in the series.
