I worked as a ironworker for American Bridge(AB).They were the only people to use these them that I know as saftey signs, late 60's,later replaced by a tripod type sign. From looking at the pictures the close up of the face and head there looks like the paint in that area low on hat has been removed. There should have been a AB with the letters USS above the AB.AB was a division of USS at that time.It was probably made inhouse and Came out of AB's tool room in Trenton NJ or Ambridge Pa.(Pgh area). They made most of there own stuff.
Great ! Thanks so much for the Provenance Information.
Love it! Too bad the hat has the apparent damage. It also looks like the sign he is holding may have some damage at the bottom below the word "Above". I'd call it Good condition as a collector piece. Very unique piece.
