found in an old barn and cant find on line mainly because I can't figure out name of tool

Wow! That is one serious, ugly, tool! I'm going to go out on a limb here - someone else may have a better idea: Due to the fact that the cutter is not open the only way something can be cut is if it's pushed through the hole (as opposed to jaws which go around the material to be cut. Also the opening is small, limiting its utility. Finally the cutter is beveled to one side only so the tool cuts (more or less) flush. It could be a rivet cutter designed to chop off any excess material after a rivet is pushed through its hole. It would leave just enough rivet protruding to peen down giving a good hold. This idea is demonstrated by the way the rivets on the tool are formed.
It appears that someone lap-welded extensions onto the handles. To give more leverage?
Looks viscious! UncleRon, your suggestion definitely sounds possible. Unless it's a werewolf nail clipper...

Well then, we're going to have to go with werewolf. Seriously, I can't think of an application that would require that odd cutter configuration. The jaws of normal bolt cutters are scissor-like.

I believe they are a pair of old dehorners for calves and goat kids. The mechanism appears to be hidden behind the riveted plates on each side. The pair you reference is 47" long. This pair is only 20" and has only a 1/2" x 1/2" opening. Not large enough even for a goat.

I know it will not work for wire it has a closed cutting area wire will not work.
