Purchased a lot of military items today and this was included. I have been unable to find out what EMI represents.

The crossed rifles are the US Army insignia for Infantry. The "EMI" bar probably represents some sort of school or Institute ("I")and this would be worn by the folks attending.

(U.S.): Extra Military Instruction. In military training establishments it is a supposed learning opportunity for a serviceman to better learn some military instruction. It is not supposed to be (but most often is) a non-judicial punishment that Usually consists of some menial task like running in place with arms outstretched from the chest while holding a rifle (Army) or changing into every uniform once an hour for inspection (a "Fashion Show") (Navy) . This punishment is used for individuals who have difficulty following instructions, or show excess attitude towards company commanders/authority figures.
Don't think this piece is related to the term "extra military instruction".
The crossed rifles are a US Army insignia and the "EMI" term looks to be a term used in the US Navy (and Marines).
Also, I don't know where/ why Marines receiving additional training would wear a distinctive insignia.

The large scale proliferation of military communication electronics (C-E) in the modern day battlefield led the Department of Electronics to sanction an application oriented EMI/EMC Study Project at the Military College of Telecommunication Engineering (MCTE), Mhow, in January 1980. Accordingly, the first EMI/EMC laboratory in the country was set up at the MCTE and was named the "EMI/EMC Studies Cell". This project was initially sanctioned for five years. The project was a remarkable success, in that it created for the first time in this country an awareness of the scope and dimension of the EMI problem and provided a launch pad for further work in this field. The study resulted in a number of payoffs at the national level, which are given in the article. The role of the Army Centre For Electromagnetics is to carry out EMC testing of all C-E equipment being introduced in the army to conform compliance to EMC MIL-STDs and also to evolve concepts and precepts on EMI/EMC to ensure EMC in the battlefield.

I don't think a communications/ electronics study project would need an insignia nor would they use INFANTRY branch insignia to represent the project.
I have seen schools use this type of insignia-- Edwards is a possibility. I am not familiar with the school.
