I was wondering if the image is hand painted or a transfer and to what period the image of the young girl belongs in.

Hi there, please could you re-take your photos, maybe on a plain background?

Your camera has focussed on the textured black backing, meaning that the brooch frame and lovely portrait are out of focus when you enlarge them. Also maybe take one at an angle so we can see if there are any visible brushstrokes?

      Best wishes

Datewise, her sweet ringlets with centre parting hairstyle seems to have been fashionable in the 1830-40's.

Google a painting by Fredrik Westin called "Muja con Perlas" from 1833 to see a very similar hairdo!

Very pretty but without close up of details it would be hard to say if painted or a transfer .

Here are a few more interesting examples of period contemporaries to the young woman in your brooch - it was obviously a very fashionable hairstyle!
