      If the surface is perfectly smooth and intact then there was no clip nor any kind of attachment. If so, it was (most likely) glued to notebook cover (writing desk accessory).

      That was one of the most important features to show.
      You also forgot to state the dimensions.
      Since you now show the back and the all-important metal bracket, this, if the dimensions are small enough, is probably a decorative watch fob. The name engraved would be the owner of the watch.

      Google “ribbon watch fob” and you will see how the bracket on the back attaches to a ribbon to make a beautiful watch fob.
      Too bad pocket watches became practically obsolete - the ornaments associated with wearing them were beautiful, as is yours!

      Oh my, thank you for the information. I just googled the ribbon watch fobs and I agree, the ornaments are beautiful. Mystery solved!
