I always called it a map case. It was a popular item in army schools-- officer basic/ advanced, etc... (classroom schools not tactical schools).
A lot of folks would adorn them with patches of units they served and qualification badges.
Yours appears to belong to a warrent officer (cw-2) named Adams.
It probably dates from the 1980s- 90s: the BDU era.

Battle Dress Uniform-- the US Army camouflage (woodland) uniform of the 1980s- about 2006.
