I wouldlike to know what it is and what it says,i showed it to a young dutch
student, and he said it was old German and could only make out a few
words and that it was a song,anyway if you can help me that would be
great or refer me to definitely old and image is very
interesting. i assume it relates to the 1870 franco-prussian war.

    It's a re-working of a German Folk Song called "Was kommt dort von der Höh?"
    What comes there from on high?
    Probably a German student drinking song (Studentenlied) from 1808.
    The original text can be found here:

    The topic has changed from "der Fuchsmajor" to "der Luftballon".
    They've also added three young sharp shooters "drei Franctireurs"!

    All sung to the tune of Folk tune called "Bei Hall" ist eine Mühl', from 1780.

    By the way do remember "99 Luftballons" from 1982?
    "99 Red Balloons"
