E. Vouga collection?

I purchased this set at a yard sale for 10 dollars each because I liked the frames and wanted to use them put some paintings in them. The frames were sealed all around the edges of the back, and when I removed one of the backs I noticed the original picture inside was marked E. Vouga collection, and was numbered as pictured above. I have tried to find out information about the artist on the front but have not been successful. Before I replace these with something else I just wanted to post here and see if anyone here could provide any information. Thanks
