this ia a nice bowl by Mt. Washington, would anyone know what this might of been used for? or just purely just decoration? needs a good cleaning, it has painted enamel on it, and who made it and when/age?

Here is a matching cream and sugar set that has been attributed to Consolidated. Not sure about that attribution as the details don't match those at a trusted site showing a Consolidated custard glass toothpick holder.
