This is a bone china cup & saucer set made by Royal Stafford, England. This pattern is the "Roses to Remember" pattern and was made in four different shapes, one being with pink roses. This is the fluted, scalloped type. Both cup & saucer have gold embellished rims and the cup also has heavy gold around the pedestal bottom and on the handle. Backstamps on both pieces read Royal Stafford / Bone China / "Roses to Remember" /Made in England.
