Tools and Hardware7068 of 10231What is it.     Bought this old tool at a garage sale. The person that sold it to me said it was a wheat shocking tool. Unique tool,cutter pliers please help identify use.

    I found this near an old railway bridge it is very rusty.
    Both sides are round. Not sure as to what it would have been used for.
