Looks like possibly created by unknown individual artist. I have a cousin who created pieces like this simply for her own enjoyment. This can't be hers ~ she has 3 rooms full and so far will not let me show off ~ she made them all in the 1970's to current.
This looks like one of the pattern styles she used in the mid 70's
