I can't seem to locate information on this book by Vice Admiral Wilson. Finding information on him is quite easy as he was well known and it seems he was respected. The letter from him was in the book. I believe, based on the date of the letter he was probably commandant of the naval academy when the letter was sent. Any input on the book would be welcome.
