Antique Chinese Hand Painted Musical instrument Drum ?

This was recently found at a Barn sale In New England for the home of a man who traveled and collected many unique pieces. I'm not truly sure what it but it appears to be some type of musical instrument. The piece appears to very old and hand painted with a Dragon on one side and rooster like on the other. Made out of wood and leather with some type of iron like nails to hold it together also is about 10inches wide. I'm hoping someone can help me ID this piece.
