Strange bones, wire and amber chunks

I picked this up today at an estate sale, family run. The people had no idea so many people would show up and where surprised. The deceased was a rock hunter and collector of weird objects, most where not for sale but this one I talked them into selling to me.
What is the # 22 pertaining to ? what are the bones and amber pieces etc. I am so confused.
