      Looks like it is NOT made of steel....would that be correct?

      I suspect it's a steel drum bung removal tool. This one looks to be non-sparking aluminum for volatile liquids.

      Thank you so much for the comments. Going to share these ideas with my Dad. I'll keep reading comments that are left and if I get an exact answer i will post it! Spanner wrench probably, but what kind and for what? Spanner wrenches adjust and this one doesn't... ?

      I seem to remember similar drum bung wrenches in the 1980's. The two teeth sticking out would be for a type of plastic drum plug .

      I asked about the metal because it appears to be a no spark wrench. Why anyone would call it a spanner I have no idea. I would say it is a bung wrench and very similar ones are still used at racetracks to open fuel drums.
