Stanley Sweetheart mystery tool

Found this at the Wellington Engine Show on Friday and have no idea what it's purpose is. Don't know if this tool is a solo act or works with something else. This is made of nickle plated cast iron with wooden handle and measures 8" long as shown in the photos. Tag reads # 49 at top of tag but wasn't any help during my search. Thanks for looking!
