I Found This Painting Signed By R. Burton But Im Not Aware Of This Artist

I found this paint sugned by R. Burton and Im not familiar of this particular artist, the canvas coloring leads me to assume the painting is vintage do to the yellowing. The back of the painting on the canvas has a "certification number" and 4 lines of ording below it that I cant make out due to fading.
If anyone knows who R. Burton is and possible if his paintings have value, any information would be appreciated. I lookked on eBay but have found any R. Burton paintings listed.
