Really not sure what this item is, it appears to be an oiler, oil can ?.
But something tells me this is not the case, it appears to have held something water based for some time and it has two rather unusual features.
The top is sprung loaded and acts as a valve, as can be seen in the third picture, the bottom has a fixed filter?, a brass mesh fixed inside the body.
The top is heavy brass, the bottom is quite thick also, almost too thick, like an old medical device, made to last.
Any ideas..
