I acquired this tool recently. The fixed part is approx 200mm. There is approx 120mm of thread on the moving part. The 'mouth' is 36mm in height but the gap is only 2mm.
The curved lever (which is seized at the moment) seems to turn what may be a cutter of some sort inside the mouth.
It's a Band-It tool or metal strapping tool. It uses 1/2" or 5/8" metal strapping and steel buckles to strap heavy items to a pallet. The strapping runs through the cutter mouth and up through the grabbing jaws. The handle pulls the strapping tight against the buckle where you flip the tool causing a bend in the strapping at the buckle. The cutter cuts the strapping and you finish by hammering the buckle closed.

And I thought it was a bottle opener with only 7 moving parts !

I've been using ones just like that in the late 80's. I don't think they are too terribly old.
