No idea where it came from or it's use. It was around my father's house for a lot of years. He was born 1900.
If a sheet or sheets of paper is placed in the slot and the top pressed down, it leaves a 1/4 inch notch. Several sheets can be notched at one time.
There are no identifying marks anywhere on the tool.
4 1/8" high, with 1 1/4 X 1 1/4" Base made from galvanized tin
