Portrait on cup?

I found this beauty at a garage sale that these really nice older folks were having last week. I reasirched as much as I could. I found it is a Laughlin eagal over lion... But can't pinpoint a year. Also, wanted to know how to describe the cup. I think that was half my battle when trying to research it. I really don't know anything about it. Thanks so much!
