      No, that is fine. It is a tape measure graduated in inches !

      It's upside-down. This is called a "hardy." It is a tool which is stuck into the small square hole that is often found in an anvil. It is essentially a smaller anvil for more precision work. They come in many shapes and styles for specific jobs.

      Could be anytime. Anvils and hardys haven't changed much in 100 years and are still used today.
