Porcelain Antique 4-inch doll painted face Silver Painted Hair and shoes Unknown Mfg.

Found this, Appears to be Bisque Doll, Silver Painted Hair, Shoes, Face. Unknown if it is Bisque or an early porcelain. The dress has flowers and stars on it, the doll measures around 4-inches. Also I must have this restrung to tighten up the arms. any help with the name or Mfg. would be appreciated.
