Help Identifying Doll

I am desperately searching for the name of this doll.
I've had her since I was very little as you can see, she's probably from the 80's or early 90's.
She's cloth with a hard face.
21 inches tall.
Blue, round eyes, two eyelashes on each eye that go inward
Blue eyebrows
I was told that she was maybe an H.K City toys brand but I haven't found much luck with finding her under that name.
If any one has ANY information please feel free to share. I'd love to know what she really is, she's been such a big part of my life.
