Looks like uranium glass. Need to see the whole thing, including a photo with the lid on it. You can post four photos.
Looks like some sort of desk set but then I am not sure about why it would have a lid. Would probably be 1930s. Earlier Uranium glass would look yellow and would be Vaseline Glass.
need to see the top including a profile of the handle that clearly shows shape and details...
