Can anyone help me to identify what kind of pulley system this is? I have googled the markings: J & K 13 N but no results. There were rubber? plugs on either edge of the smaller pulley which seem to have functioned as brakes?. There is also an adjustment bolt on the other end. This bolt is mounted on the end of an adjustable arm.
It does not appear to be a farm-type pulley. Any help would be greatly appreciated. Thanks.

Seems like I have seen something like this in old foot pedal sewing machines.

I agree. It looks like a bobbin winder for an old treadle machine. The large grooved wheel would be connected to the leather belt and the bobbin would sit between the pin and the hinged clamp (with the screw). It would be mounted on the leg of the treadle near the large flywheel.

PS, later they were mounted near the hand wheel on the head of the sewing machines. I don't know much more than that. My knowledge is in later machines from the mid-century.

Also looks like the lower workings of a washing machine.

Ebay # 301592689833 is an expired auction for a singer sewing machine. The item description reads like a technical manual and includes the line ". . . the J&K clutch mechanism for this machine appears to be from 1920<s> . . ." The part referred to is very similar.
