It is a hand bag. It was worn over the arm and held the stuff needed at a dance.

They are called a ‘Miser’s Purse’, I think.

Yes, it is a miser's purse, with cut steel.

What a wonderful miser's purse you have! I have referencebook "Sacs a man" by Judit Miller. Unfortunately I don't understand French byt the timeline I understand and it puts this type of purse/bag at around 1890. I believe this could be about right for yours due to the cutsteel beads that was high fashion from around 1880 here in Europe. There were cutsteel jewelry and buckles before that but this was the peak. Yours looks quite old as well. Cut steel jewelry are saught after and my pulse went up when I saw your purse. If there is no rust on the beads your purse should be quite valuable. This is the thing with cut steel, you need to keep it away from damp. Lots of cut steel pieces have rusted therefore if you have cut steel with no rust they are saught after by collectors. I'm wondering about the material of the small pendants. Could be some other material, silver? Lovely!
